Illinois licenses tobacco retailers through the Department of Revenue, and the price went up: since July 1, 2025, the annual retailer license costs $150 per location, up from $75. If your store is in Chicago, a second layer of city rules applies, including a ban on flavored nicotine products and a 500-foot school buffer for flavored tobacco. This guide covers both, with links to the official sources, and the coverage questions worth asking.
We work with several insurers, compare the options available to you and explain the differences in writing. You make the choice. We review how your current policy treats theft of high-value vape and tobacco stock, product liability, and the income you'd lose if a fire, a break-in or a city enforcement action closed the store and point out what each option excludes. No policy covers everything, and every option depends on underwriting.
Illinois runs compliance checks with underage buyers under the supervision of local police or the Illinois State Police (20 ILCS 301/55-36). Federal law sets the minimum age at 21, and Chicago adds that no one under 21 may sell tobacco products in a city store.

Reasons Insurance has one office, in New Brighton, MN, and works with Illinois retailers by phone, email and video. We don't have an Illinois office, and we won't pretend to. What we do: read your current policy, ask the questions an underwriter will ask about your inventory, security and licensing, and explain the tradeoffs before you decide.
The Illinois Fuel & Retail Association represents fuel and convenience retailers and follows tobacco and vapor policy in Springfield. Reasons Insurance isn't a member and isn't endorsed by the association; we list it as a resource.
Federal law sets the minimum age to buy any tobacco product, including e-cigarettes, cigars, hookah tobacco and nicotine pouches, at 21, with no exceptions, since December 20, 2019. Since September 30, 2024, retailers must check photo ID for anyone under 30. FDA runs compliance checks in every state, and its free Age Calculator app and "This is Our Watch" materials help with clerk training (FDA Tobacco 21). When a state statute says something different from the federal rule, follow the stricter rule and confirm with counsel.
